Mukhymantri Samproona Pushti Yojana( MSPY)

Mukhya Mantri Sampoorna Pushti Yojana (MSPY) is a transformative strategy proposed by the Department of Women and Child Development. This scheme aims to transform nutrition outcomes for vulnerable and marginalized populations and will implemented across all 338 Integrated Child Development Services (ICDS) projects within the state. MSPY is designed to target issues of malnutrition and anaemia among various demographic groups. By catering to the diverse nutritional needs of various age groups, it aspires to bring about a profound transformation ensuring a healthier future.

Beneficiaries under the strategy:

  1. Adolescent girls (15-19 years)
  2. Pregnant Women and Lactating mothers
  3. Severely underweight children (SUW) & Moderate Acute Malnutrition (MAM) in the under 6 years category
  4. Children with Severe Acute Malnutrition (SAM) and in the under 5 year’s category.

Period of Implementation: The scheme will be implemented for a five-year period, commencing from FY 2023-24 to FY 2027-28.

The overall budget of the scheme is 3354.40 Cr over a period of 5 years.

Key components of the strategy:

1. Adolescent Girls Nutrition:

  1. Enhanced nutrition support for all adolescent girls aged 15-19 years across the entire state.
  2. In the 10 Aspirational districts, coverage will be limited to girls aged 18-19 years. Kishori Melas will be organized at the ICDS project level, serving as platforms for screening nutritionally at-risk adolescent girls. Additionally, these events will include anaemia screening and other Information, Education, Communication (IEC) and Social and Behaviour Change Communication (SBCC) activities.
  3. Daily ration cost: Rs 11.50/- per Adolescent Girl/day for 300 days/year
  4. Entitlements: 16 Eggs, Roasted Chana - 1.35 kg, and Paushtik Bhel – 970 g
  5. Mode of Procurement: Eggs to be procured by AWW, Paushtik Bhel and Roasted Chana to be supplied by SHG
  6. Date of delivery: All items to be delivered to the beneficiaries at the AWC on the 1st of every month
  7. Other services: Other services such as IFA supplementation, Adwika sessions, counselling sessions will continue

2. Maternal Nutrition: Pregnant women and lactating mothers will receive supplementary Take Home Ration (THR) in the form of nutrient-rich food products across the entire state.

  1. Under MSPY, the PW&LM will be additionally supplemented with Take Home Ration, in addition to their entitlements under SNP.
  2. Daily Ration cost: Rs 15.50/- per PW/LMs for 300 days/year
  3. Entitlements:  – Til Ladoo- 25 pcs, Roasted Chana – 1.5 kg, Paushtik Bhel - 750 g and Dates – 500 g
  4. Mode of procurement: All items shall be prepared by the SHGs engaged in production of THR under SNP
  5. Date of delivery: All items to be delivered to the beneficiaries at the AWC on the 1st of every month
  6. Other services: Other services such as ANC check-up during Mamata Diwas, Immunisation, and IFA and Calcium supplementation will continue.

3. Purna Aahara for children (6m-5years): Purna Aahara, a community-based approach to managing acute malnutrition. Severely Acute Malnourished (SAM) children will benefit from the programme.

  1. Supply of Augmented THR (3 kg/month) along with 30 eggs per month for 112 days shall continue
  2. Duration of coverage: 112 days from the date of enrolment
  3. Parents and care givers are to be requested to get growth monitoring of their children done at AWCs and take special care of the children.

4. Nutrition for SUW & MAM children (6m-3years): In order to give a renewed push to improvement on child nutrition outcomes, focus is being given on the nutrition of SUW and MAM children.

  1. Duration of coverage: 75 days from the date of enrolment. After graduating to normal category, the child will continue to get THR under the SNP programme
  2. Daily ration cost for 75 days: Rs 14/- per child per day (Rs 8.00/- per child from SNP and Rs 6.00/- from MSPY)
  3. Entitlements: Modified Chhatua- to be decided, Besan Atta Premix-500 g, Banana-10 pcs (4/week) and Eggs-16 pcs
  4. Mode of Procurement: Eggs and Banana to be procured and supplied weekly by AWW, all other items to be supplied by SHG
  5. Date of delivery: Modified Chhatua & Besan Atta Premix to be delivered to the beneficiaries at the AWC on the 1st of every month
  6. Other services: Growth monitoring at AWCs,  home visits of AWWs counselling sessions will continue

5. Nutrition for SUW & MAM children (3years-6 years):

  1. Duration of coverage: 75 days from the date of enrolment. After graduating to normal category, the child will continue to get regular THR under the SNP programme
  2. Daily ration cost for 75 days: Rs 14/- per child per day (Rs 8.00/- per child from SNP and Rs 6.00/- from MSPY)
  3. Entitlements: Hot Cooked Meals under regular SNP, Besan Atta Premix- 750g, Banana- 16 pcs (4/week) and Eggs- 5 pcs
  4. Mode of Procurement: HCM at AWCs, Additional 5 Eggs and Banana to be procured and supplied weekly by AWW, Besan Atta Premix to be supplied by SHG
  5. Date of delivery: Hot cooked meals under regular SNP at AWCs, Besan Atta Premix to be delivered to the beneficiaries at the AWC on the 1st of every month, Eggs and Banana to be given weekly by the AWW.
  6. Other services: Growth monitoring at AWCs,  home visits of AWWs, counselling sessions will continue
