On 14 May 2025, the Government of Odisha approved the co-branding and joint implementation of the MAMATA Scheme and Pradhan Mantri Matru Vandana Yojana (PMMVY) by the Women & Child Development Department with effect from 1 April 2025. The scheme has been designed to address maternal and infant under nutrition and to improve health and nutrition outcomes among pregnant women and children across the State.

MAMATA–PMMVY is a flagship conditional cash transfer maternity benefit programme of the Women & Child Development Department, Government of Odisha. The scheme promotes early registration of pregnancy, regular antenatal and postnatal care, institutional delivery, immunisation, and optimal nutrition and childcare practices. Through financial incentives linked to key health and nutrition milestones, the scheme encourages positive health-seeking behaviour and greater utilization of maternal and child healthcare services.

Under the scheme, each eligible pregnant woman receives financial assistance of ₹12,000 for the birth of a girl child and ₹10,000 for the birth of a boy child as partial wage compensation to support improved nutrition and health during pregnancy and after childbirth.

The scheme covers up to two live births for eligible pregnant women belonging to households with an annual family income of less than ₹8 lakh, including women from Scheduled Castes (SCs), Scheduled Tribes (STs), and Particularly Vulnerable Tribal Groups (PVTGs). Recognizing the unique demographic vulnerabilities of PVTG communities, the two-live-birth eligibility criterion has been relaxed for them, allowing eligible women from PVTG households to avail benefits for all live births. The scheme is expected to contribute significantly to the reduction of maternal and infant mortality, improvement of nutritional status, and enhancement of overall maternal and child well-being in Odisha.

 

Target Beneficiaries and Coverage:

This scheme is operational in all the 338 projects of 30 districts across the State.

 

  • The eligible age of the beneficiary should be between 18 years 7 months and 55 years at the time of Last Menstrual Period (LMP)
  • The first two live birth norms shall be relaxed for Particularly Vulnerable Tribal Groups (PVTGs) who belong to 13 specific Scheduled Tribe Communities of Odisha namely Bonda, Birhor, Chuktia Bhunjia, Didayi, Dongria Kondh, Hill Kharia, Juang, Kutia Kandha, Lanjia Soura, Lodha, Mankirdia, Paudi Bhuyan, and Saoraas.
  • For PVTG community the benefits of the scheme shall extent to all live births as approved by the Government till 31st March, 2029.

 

Eligibility Criteria:

To be eligible a beneficiary must meet any one of the following eligibility criteria.

  • Women belonging to Scheduled Castes (SC) and Scheduled Tribes (ST).
  • Divyang Jan Women (40% or above).
  • Women holding Ration Card.
  • Women Beneficiaries under Pradhan Mantri Jan Aarogya Yojana (PMJAY).
  • Women holding e-Shram card.
  • Women farmers who are beneficiaries under Kisan Samman Nidhi.
  • Women holding MGNREGA Job Card.
  • Women whose net family income is less than ₹8 lakhs per annum.
  • Pregnant and Lactating AWWs/ AWHs/ ASHAs.
  • Any other category as may be prescribed by the Central/State Government from time to time.

Exclusion Criteria:

  • Women who are below 18 years or above 55 years of age at the time of LMP shall not be eligible.
  • Pregnant women and lactating mothers who herself or spouse are in regular employment with the Central Government or State Government or Public Sector Undertaking or those who are in receipt of similar benefits under any law for the time being in force shall not be entitled to benefits under MAMATA-PMMVY scheme.
  • Women whose net family income is more than ₹8 lakhs per annum.

 

 

Supporting Documents for MAMATA–PMMVY Scheme:

        In order to receive benefits under the MAMATA-PMMVY scheme, applicants are required to submit the following documents at the time of registration and claim submission:

   A. Mandatory Documents (Submit All)

      Applicants must provide the following documents to establish identity and enable Direct Benefit Transfer (DBT):

  • Copy of Aadhar Card
  • Aadhaar-seeded bank or post office account, exclusively in her own name. (This account must be NPCI mapped)
  • Photo copy of first page of passbook of this Bank/Post-office account
  • Valid mobile number linked with Aadhaar and the bank/post office account.
  • Duly filled Mother and Child Protection (MCP) Card. (This includes details of pregnancy registration, childbirth, and child’s immunization records.)
  • ABHA ID Number issued by ANM

     B. Proof of Eligibility (Submit Any One Document)

      To establish eligibility for the scheme, applicants must upload any one of the following documents:

  • SC/ST Caste Certificate
  • Disability Certificate (40 % or above)
  • Ayushman Bharat - Pradhan Mantri Jan Aarogya Yojana (PMJAY) Card
  • Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Card
  • Income Certificate
  • Ration Card
  • e-Shram Card
  • MGNREGA Job Card
  • Income Certificate (Net family income is less than ₹8 lakhs per annum)
  • In case of beneficiaries who are recognized field-level workers (Anganwadi Worker [AWW], Anganwadi Helper [AWH], Accredited Social Health Activist [ASHA]) can provide their Service Identity Card.

Amount of Financial Assistance to the beneficiary.

For every eligible beneficiary: 

  • Pregnant Women will receive financial assistance for up to 2 Live Births.
  • ₹10,000 for each pregnancy resulting in the birth of a male child.
  • ₹12,000 for each pregnancy resulting in the birth of a female child. (The additional amount of ₹2,000 is given as an incentive to promote the birth and care of the girl child).

For Particularly Vulnerable Tribal Groups (PVTGs):

The maternity benefit of ₹10,000 for a boy child and ₹12,000 for a girl child is extended for all live births. This incentive is provided as special financial support to improve their socio-economic condition.

Conditions to comply after Registration:

This conditional approach aims to promote maternal and child health by encouraging the utilisation of health care services.

1st instalment:

To receive the mentioned financial assistance, a pregnant woman must meet the following conditions:

  1. The beneficiary must register her pregnancy at an Anganwadi Centre (AWC).
  2. She should undergo at least one Ante-Natal Check-up (ANC) within six months from the date of her Last Menstrual Period (LMP).

2nd instalment:

To receive the mentioned financial assistance, a pregnant woman must meet the following conditions:

  1. The birth of the child must be officially registered at the Health Centres and properly recorded in the Mother and Child Protection (MCP) card.
  2. The child must have received all scheduled vaccinations up to 14 weeks of age, in accordance with the Universal Immunisation Programme (UIP) of the Ministry of Health and Family Welfare, Government of India.
